Erickson, Moreau_de_Saint-Martin, and Claudio Baiocchi.  Several solvers pointed out I didn't expressly forbid leading zeros.  Usually I don't consider an n-digit number to use a leading zero, but examples of either interpretation are below (solutions from Kirk B):
