Minimize numbers with fewer digits first.

SolutionSolutions were received from Mark
Rickert, Philippe Fondanaiche, Alan O'Donnell, Susil Kumar Jena, Kirk
Bresniker, Radu Ionesu, Bernie R. Erickson, Moreau_de_Saint-Martin, and
Claudio Baiocchi. Several solvers pointed out I didn't expressly
forbid leading zeros. Usually I don't consider an n-digit number to
use a leading zero, but examples of either interpretation are below
(solutions from Kirk B):
The solution which minimizes the numbers with the fewest digits is:
1
42
+ 695
-----
0738
If you toss out leading "0", then the solution which minimizes the numbers with the fewest digits is:
2
46
+ 987
-----
1035
A solution with the minimum sum is:
7
58
+ 169
-----
0234
A solution with the minimum sum with no leading "0":
3
45
+ 978
-----
1026
A solution with the maximum sum:
5
84
+ 973
-----
1062
